Utility Rate Stabilisation Act Adjusts Oud West Household Bills Starting September

State budget documents released last month show that energy supply costs rose 14 percent in the first quarter of 2026. The legislation requires providers to incorporate those updated costs into rate calculations on a quarterly basis rather than annually. Changes to Monthly Statements
Oud West residents will see the adjustment on statements mailed or posted online after 1 September. Households in the West District and North Oud neighbourhoods, which together account for 62,000 accounts, will receive notices that list the revised per-unit charge alongside the prior rate. The legislation states that providers must include a line item showing the difference from the previous quarter.
The fiscal note attached to the bill records an allocation of 12 million for administrative updates to billing systems across the three regional utilities. Policy analysts say this amount covers software changes and staff training completed by the end of August. Local advocates note that renters whose utilities are included in lease agreements will receive information from landlords rather than direct bills in the first cycle.
Next Steps in Rollout
Utility companies must submit compliance reports to the state regulator by 15 August. The government says the policy will produce the first set of stabilised rates for usage recorded from 1 August. Public information sessions are scheduled at community centres in Oud West on 22 and 23 July to explain the new calculation method.
Subsequent quarterly adjustments will occur in December, March and June under the same schedule. The legislation requires the regulator to publish a summary of rate changes on its website within 10 days of each adjustment date.
