Oost City Council Approves Sustainable Transport Plan with Congestion Charge, Matching Peer Municipalities

Oost City Council voted 8-3 on July 7 to adopt the Sustainable Transport Plan, introducing a congestion charge and new bus lanes along the main commercial corridor. The measure affects all vehicle owners entering the city centre between 7am and 7pm on weekdays. It brings Oost into line with the density-based transport rules already operating in Noordstad and Zuidhaven.
Why the vote occurred now
The council acted after the national transport ministry released updated guidelines in June requiring municipalities above 150,000 residents to submit congestion management plans by the end of 2026. Oost recorded 162,400 residents in the 2025 census. The plan draws €4.2 million from the 2026 municipal budget for lane construction and enforcement cameras, according to the council agenda published July 5.
Local residents who commute by car will pay the €3 fee through an app or licence-plate billing system. Delivery drivers and tradespeople operating inside the zone receive a 50 percent discount after registering with the transport department. Bus services on the affected corridor will add four extra departures per hour during peak periods.
Comparison with other cities
Noordstad set its charge at €5 per entry when it began the same policy in 2024. Zuidhaven charges €4 and exempts electric vehicles entirely. Oost’s version applies the full rate to all internal-combustion vehicles while offering only the partial discount for commercial users. City staff estimate the fee will generate €1.8 million in annual revenue, to be reinvested in the bus network.
Implementation begins with a six-month public education period. Enforcement starts January 1, 2027. The transport department will publish quarterly reports on traffic volumes and revenue use, with the first data release scheduled for April 2027.
