Noord Increases Publicly Funded Candidate Forums to Four Events This Fall
Noord residents will see four publicly funded candidate events this autumn under the new rules, while similar cities hold two or three.

The Candidate Spotlight Policy, passed by the national legislature in June 2026, requires every municipality above 50,000 residents to organise and pay for at least two candidate forums before the September local elections. In Noord the city council has scheduled four such events at the central community centre on River Road, open to all registered candidates for the 12 council seats.
Why the change arrives now
Local elections are set for 12 September. The policy document states that municipalities must publish schedules and budgets by 15 July. Noord’s finance department listed the required allocation in the 2026 supplementary budget approved on 2 July. Policy analysts note the timing coincides with the national roll-out of updated candidate disclosure forms that every contender must file 30 days before polling day.
For Noord residents the immediate effect is free entry to four evening sessions where candidates answer questions on housing costs, bus routes and waste collection. The city clerk’s office confirmed that simultaneous translation into Turkish and Arabic will be provided at two of the events, matching the language services already offered at the municipal service desk.
How Noord compares with other cities
Under the same national rules, the neighbouring municipality of Oostburg has budgeted for two forums and will charge a €5 entry fee after the first hour. Weststad, a city of similar size, will hold three events but has limited them to 90 minutes each. Noord’s allocation of €152,000 for venue hire, interpretation and live-streaming exceeds the €98,000 spent by Oostburg and the €117,000 reported by Weststad in their published budgets.
The Productivity Commission report on municipal election costs, released in May 2026, recorded an average per-forum expense of €38,000 across 47 cities. Noord’s figure sits at €38,000 per event when spread across the four sessions. Residents who work evening shifts can watch the full proceedings on the city’s website, a service listed in the council’s public communications plan.
Candidate registration for the forums closes on 20 July. The city clerk will publish the final list of participants and exact times on the municipal website the following day. Voting information packs mailed to all households in August will include the dates and locations of the four Noord events alongside those organised by neighbouring councils.
