Regional Infrastructure Bill Allocates Funds for Noord Road and Utility Projects

State lawmakers passed the Regional Infrastructure and Employment Bill on 2 July, sending money to specific road widening and utility replacement jobs in Noord and nearby districts.

The measure reached the floor after the transport department submitted updated project lists showing 14 percent of Noord's main arterials rated as needing immediate repair, according to the department's March engineering report.

Employment Provisions for Local Crews

Under the bill's hiring rules, at least 60 percent of the positions created by the funded projects must go to workers whose primary residence is inside the Noord city limits. The measure lists 280 construction and equipment operator slots tied directly to the Noord segment of the work, with the state labor office required to post openings through the existing regional workforce center.

Changes to Services and Daily Infrastructure

Residents who use the number 7 and number 12 bus routes will see the replacement of 3.2 kilometers of water main along the corridor, a step the legislation states will occur before resurfacing begins. The same document schedules the start of utility work for October 2026 and sets a completion target of June 2028 for the full Noord package.

The fiscal note attached to the bill records a total statewide allocation of 250 million dollars, with Noord receiving 32 million dollars based on the share of lane-kilometers and population figures used by the treasury formula. Policy analysts note that this amount equals the cost estimate for the three priority segments identified in the 2025 capital plan.

Contract bidding opens on 15 August through the state procurement portal, and the first payments to selected firms are projected to occur by December under the payment schedule contained in the legislation.
