Nieuw West Raises Water, Sewer, Waste Fees Starting September

The Nieuw West City Council approved the Municipal Services Fee Ordinance by a 9-4 margin at its July 7 meeting. The ordinance revises base rates for water consumption, sewer maintenance and household waste collection while adding an income-based rebate available to qualifying households.
Reasons for the Ordinance
Finance Department records indicate that payments to private contractors handling waste processing increased 12 percent over the prior 12 months. The same documents note that the last comprehensive fee review occurred in 2025, after which operational shortfalls appeared in the 2026 mid-year budget update.
The ordinance directs the social services department to administer a new rebate that provides a 50 euro annual credit to households reporting incomes below 40,000 euros. Applications open July 15 through the city portal or at any district service centre.
Changes for Residents
An average household in the western districts using 120 cubic metres of water annually will face an added 35 euros in combined charges, according to the fiscal impact statement attached to the ordinance. Households approved for the rebate would instead record a net reduction of 15 euros against current outlays.
The Nieuw West Finance Department projects that 28 percent of local households will meet the income threshold for the credit in the first year. The new rates apply to bills generated after 1 September 2026, with no retroactive adjustments to earlier periods.
