Under the legislation, Nieuw West qualifies for the standard tier of zoning flexibility, unlike cities such as Eastport which received additional density bonuses. Local planning officers note that this places Nieuw West in line with the state median for allowable multi-unit developments per hectare.
Residents seeking to add accessory dwelling units on their properties can now apply without the previous height restrictions that applied in older zoning codes. This change could affect an estimated 2,400 single-family homes in the western wards of Nieuw West, according to the city's planning department records from 2025.
The bill allocates 4.2 million euros from the state infrastructure fund specifically for Nieuw West's planning department upgrades, a figure drawn from the 2026 state budget papers. This amount is 12 percent less than the allocation to comparable sized cities in the northern region.
City officials expect the first permits under the new rules to be issued by October. The government projects that construction starts on approved projects will increase by 8 percent in Nieuw West over the following 12 months.
