Nieuw West Mayor Approves Local Services Levy Reallocation Shifting Permit Revenue to Transport Subsidies

The Nieuw West municipal council passed the Local Services Levy Reallocation on 6 July 2026. Under the measure the council will raise business permit fees by 15 percent and direct the resulting revenue to expand the existing public transport subsidy program for residents who hold a valid low-income card.

The change comes as the council prepares its 2026-2027 operating budget amid higher operating costs for the regional transit authority. Council papers record that the current subsidy scheme already supports 4,200 Nieuw West cardholders but leaves 1,900 eligible residents on a waiting list.

Daily costs for residents

Qualifying households will receive an annual transport pass valued at €480 instead of the standard €720 fare. The adjustment applies to routes serving the western residential districts and the industrial estate along the canal. Local advocates note that shift workers at the distribution centres near the A10 ring road stand to save the largest share of their monthly commuting budget.

Businesses holding more than one permit will pay an extra €1,250 on average each year. The legislation states that single-permit operators with turnover below €250,000 remain exempt from the increase. Policy analysts say the threshold will protect many small retailers along the Osdorpplein while larger logistics firms face the full surcharge.

Implementation timeline

The transport authority will begin issuing the new passes from 1 September 2026. Residents must renew their low-income cards by 15 August to receive the updated subsidy. The council projects that 1,600 additional households will qualify once the expanded funding is in place.

Further adjustments to the levy will be reviewed in the 2027 budget cycle after the first six months of data on pass uptake and permit revenue are collected.
