Policy analysts say the measure responds to data from the regional statistics office that recorded a 14 percent increase in the share of household spending on utilities between 2023 and 2025.
Concrete effects on daily costs
A household using 120 cubic metres of water per year will now pay a fixed annual charge of 312 euros instead of the 348 euros previously projected. The same household will receive a 28-euro rebate each quarter if its total service bill meets the income threshold. The ordinance also removes the annual indexation that had automatically raised fees in line with the consumer price index.
The legislation states that rebates will be credited directly to the service account rather than paid as a separate cheque, reducing administrative steps for residents who already receive bills through the council portal.
Implementation begins on 1 September 2026. Residents must submit income verification through the existing municipal tax portal by 15 August to qualify for the first rebate cycle. The council finance department will publish quarterly compliance reports on its website starting in October 2026.
