For households, the change would replace the current system in which the council sets rates each November. Under the proposed index, the 2027 bill for a median-value property assessed at 312,000 euros would rise by the 2.9 percent cost-of-living figure recorded for the 12 months to March 2026, adding roughly 53 euros instead of the 88 euros previously budgeted. Renters in social housing would see the adjustment reflected in service-charge notices issued by housing associations that receive council rate notices directly.
Budget Figures and Service Trade-offs
The Nieuw West Financial Services report released in April 2026 states that rates currently fund 41 percent of the district’s operating expenditure, including 9.2 million euros for street lighting and 6.7 million euros for community centres. If the cap passes, the council would need to identify 2.1 million euros in reductions or alternative revenue by the 2028 budget cycle, according to the same document. The legislation requires the council to publish an annual statement showing how any shortfall is met without reducing statutory services such as waste collection frequency.
Ballot papers will be mailed to all registered voters by 8 July, with results expected the evening of 15 July. If approved, the indexed cap takes effect for rates notices issued in January 2027 and remains in place until at least 2030, at which point the council must hold a further review vote.
